Enchilada Sauce

3 TBS oil
1/8 cup flour
1/4 cup California chili powder
1/4 cup spicy New Mexico chili powder
1/2 cup tomato sauce
2 cups water
1 clove garlic, crushed
1/4 tsp. cumin
salt to taste
1 bay leaf

Heat oil in large skillet, add flour and chili powders. Stir to make paste. Add water and tomato sauce, stirring constantly so mixture doesn't get lumpy. Add garlic, cumin and salt. Bring to a boil, lower heat and simmer 10 minutes. Add bay leaf while simmering.
